Dat is
zaterdag na overleg tussen de ministers van Financiën van de 17 eurolanden
bekendgemaakt. De steun gaat via de Spaanse overheid naar de banken. Volgens de
persverklaring komt dit geld uit het potje van het tijdelijke en permanente
noodfonds (EFSF en ESM).
Beleidsvoorwaarden
Zodra Spanje formeel de steun aanvraagt, zal de
Europese Commissie in samenspraak met onder meer de Europese Centrale Bank en
het Internationaal Monetair Fonds (IMF) de aanvraag bestuderen.
Ook wordt er dan gekeken welke 'noodzakelijke
beleidsvoorwaarden' aan de Spaanse financiële sector zullen worden gesteld in
ruil voor de steun. Het is niet zo dat de Spaanse banken het geld zomaar
krijgen.
Aanzienlijke hervormingen
Spanje hoeft echter niet, zoals bijvoorbeeld
Griekenland, in ruil voor steun ingrijpende bezuinigingen en hervormingen door
te voeren. Daar is het land al mee bezig.
''De Eurogroep steunt de inspanningen van de Spaanse
autoriteiten om vastberaden de financiële sector te willen herstructureren'',
zo staat in de verklaring. Spanje heeft al aanzienlijke hervormingen
doorgevoerd, zo erkennen de eurolanden.
Vertrouwen
De eurozone zegt vertrouwen te hebben in het feit dat
Spanje zich aan zijn belofte houdt om het begrotingstekort terug te dringen, en
ook de toegezegde hervormingen blijft doorvoeren. De vorderingen van het land
op dit terrein zullen nauwgezet gevolgd worden.
De eurolanden vragen het IMF om de hulp aan Spanje te
steunen en te monitoren. Naast Griekenland, Ierland en Portugal is Spanje nu
het vierde land dat een beroep doet op het financiële vangnet dat de eurolanden
hebben opgetuigd.
De Jager
Minister van Financiën Jan Kees de Jager laat in een
reactie weten, tevreden te zijn dat Spanje zijn problemen erkent en dat het IMF
het land nu gaat begeleiden. Hij heeft zich voor dat laatste speciaal sterk
voor gemaakt, aldus een woordvoerster.

"The
Spanish government declares its intention to solicit European financial help
for the recapitalisation of those banks that need it," a visibly tense
Economy Minister Luis de Guindos told a news conference.
De
Guindos refused to describe the aid as a rescue, which his government had
categorically ruled out right up to the last moment.
"This
has nothing to do with a rescue," he insisted, arguing that the aid would
be directed to the 30 percent of banks with the greatest exposure to the 2008
property market crash.
The
deal imposed no conditions on the overall Spanish economy, and no new austerity
measures, de Guindos said.
"The
only conditions are for the banks," said the finance minister.
"There
are no additional conditions for the Spanish people," he said, conceding
however that the expense will further boost Spain's mushrooming public debt.
Spain,
which will become the fourth eurozone state to receive financial help since the
sovereign debt crisis erupted two years ago, finally sought aid as the cost of
buttressing the banks spiralled in past weeks.
Recently
nationalised Bankia, which has the largest exposure to the real estate sector,
has asked for a mammoth 23.5 billion euros to repair its books, of which 19
billion euros have yet to be found.
Under
Saturday's deal, up to 100 billion euros would be provided by the European
rescue mechanisms to recapitalise Spanish banks, the eurozone ministers said,
providing an "effective backstop" for all possible requirements.
"So
we have a new concept. A 'lite' bailout with no material conditions on the
sovereign and instead merely the banks that apply," Lloyds Banking Group
economist Charles Diebel said in a report.
"This
is the latest in the long list of euro measures to stem the crisis. Will it be
enough? That's questionable as it is still prevention rather than cure and
again only keeps the banking sector alive rather than really supporting
growth."

Wat hun koopwaar is, wordt uitgedrukt in de twee volgende verzen, en dit toont
aan dat het niet slechts alleen moet worden begrepen in letterlijke zin. Want
die producten in het algemeen worden genoemd; wanneer ze niet worden verkocht
op de ene plaats, zullen zij op een andere plek worden verkocht…
